Louis Malfaro
Executive Director

Louis Malfaro is a Texas educator, labor leader, nonprofit executive, and public-school advocate.

He began serving as the Executive Director of the Travis County Democratic Party in January of 2026.  From 2019 to 2025, he served as the Associate Executive Director of Austin Voices for Education and Youth, a nonprofit organization that helps schools become Community Schools and supports students and families who attend public schools. Malfaro served as president of the 65,000-member Texas American Federation of Teachers (Texas AFT) from 2015-2019.  He started his career as an elementary bilingual education teacher in Austin, Texas, in 1987. Malfaro served as president of the Austin Federation of Teachers from 1992 to 1999 and as president of Education Austin from 1999 to 2010. He served as secretary-treasurer of the Texas AFT from 2010 to 2015, when he became the president of Texas AFT.

Malfaro served on the Executive Council of the American Federation of Teachers for 15 years, on the board of the National Immigration Forum, and on the Austin Equity Commission. He has served on the non-profit boards of Liveable City Austin and AVANCE Austin. Malfaro also served as president of the Austin Central Labor Council from 2002 to 2007.

Malfaro received a B.S. in Bilingual Elementary Education from the University of Texas in 1987 after studying at Penn State University, La Universidad Autónoma de Nuevo León, Mexico, and Austin Community College. He studied public policy at the LBJ School of Public Affairs and at the Institute of Latin American Studies at the University of Texas from 1992 to 1994. He is married to Lisa Maxwell Malfaro, a bilingual educator and counselor, and has two sons, Ben and Liam.


Andhi Beltran-Garcia

Andhi graduated from UT Austin with a master’s in social work with the goal of fighting for social justice and providing basic resources to everyone. He has experience working with individuals and communities in schools, an inpatient hospital, and at the Texas state capitol.

Andhi values creating community, meeting people where they are, and centering marginalized voices. During troubling times, it is always important to lead with empathy and open arms to everyone willing to fight the injustices


Aine Garcia
regional Organizer

Aine is a political organizer originally from El Paso and now based in Austin. She is committed to advancing equity for immigrant and LGBTQ+ communities through public service and grassroots efforts. Drawing on experience in voter engagement, campaign work, and related areas, she focuses on building community connections and making local politics more accessible, inclusive, and effective through her work with the Travis County Democratic Party.
