Attached you will find the revised version of the Travis County Democratic Party's (TCDP) Precinct Convention Guidelines.
PLEASE DISPOSE OF ALL PREVIOUS COPIES OF THE TCDP GUIDELINES THAT MAY BE IN YOUR POSSESSION WHICH WERE HANDED OUT AT OUR FEB 20th & FEB 23rd INFORMATIONAL SESSIONS. A REVISED VERSION WHICH CONTAINS THE LATEST INFORMATION FROM THE TEXAS DEMOCRATIC PARTY (TDP) IS ATTACHED TO THIS E-MAIL AND POSTED ON THE FRONT OF OUR WEBSITE AT www.traviscountydemocrats.org.
PRECINCT CONVENTION SIGN-IN:
Tex. Elec. Code § 174.022 (c), Texas Democratic Party Rules Article IV, Section B (6)(b)
Participants may NOT begin signing in until the precinct convention has been called to order. The call to order may not occur until 7:15 p.m. or until the last voter has voted (whichever is later). If, after the convention has been called to order and participants have signed in, any participant who wishes to leave may do so, and their sign in WILL count toward the delegate allocation for each candidate. Sign in ends when the last person present, waiting to sign in, has done so.
Although a copy of the revised guidelines will be in the Democratic Precinct Convention packet, TCDP strongly suggests that you print a copy for yourself and read it thoroughly before taking it to your precinct convention.
PRECINCT CONVENTION LOCATION:
With only one exception, all precinct conventions will convene at the precinct polling location. To view a list of all Travis County March 4 polling locations, please visit this Travis County Elections link: http://www.co.travis.tx.us/county_clerk/election/20080304/polls.asp
Further information about precinct convention rooms is addressed in the attached guidelines.
The one exception is Precinct 228. Due to extenuating circumstances, the Precinct 228 Democratic and Republican precinct conventions will not be held at the precinct polling location. Precinct 228 will vote at Pure Austin Fitness at 4210 W. Braker Lane. The Democratic precinct convention for 228 will be held at Open Grid Computing at 4030 Braker Lane, Suite 130.
A NOTE ABOUT PRECINCT CONVENTION PACKETS:
The packets do not contain secret material! They are just packets of materials with all of the necessary forms to run a precinct convention. NO packets will be released by the Democratic precinct presiding judge (aka poll worker) until after 7:00 p.m. on March 4. On the outside of the packet will be the name of the 2006-08 Democratic Precinct Chair or if there isn't one, the word "Vacant."
According to Texas Democratic Party rules, the precinct chair (not precinct "captain!") has priority of picking up the packet and starting the precinct convention as the Temporary Chair.
IF the precinct is 'Vacant' or for some reason the Democratic Precinct Chair does not arrive by 7:15 p.m. to pick up the packet, it should then be given to whomever asks first.
