Summary:  The constitutional amendment authorizes the Legislature to provide
for a reduction of the limitation on the total amount of ad valorem taxes
that may be imposed for public-school purposes on the residence homesteads
of the elderly or disabled to reflect any reduction in the rate of those
taxes for the 2006 and 2007 tax years. 

This amendment attempts to correct an oversight made by the lawmakers when
they voted for a reduction in school property taxes in 2005. When the
lawmakers voted for a one-third reduction school property taxes beginning in
2006 and to be completed this year, the homestead exemption for senior
citizens and people with disabilities were overlooked. 

The state constitution caps school property taxes for homeowners 65 years
and older and those who are disabled. However, these two populations did not
get the same reduction when the property tax cut for schools was voted on
two years ago.  So an amendment is on the May ballot to correct this
oversight.

"This building fires the heart and excites reflection in the minds of all,"
said Senator Temple Houston, Sam Houston's son, at the dedication of the new
Texas State Capitol building on May 16, 1888. 

Rising to a height of 311 feet, located high on a hill at the time
considered to be one of the true wonders of the world, those who conceived
the Capitol building never envisioned that views of this magnificent
building would ever be obstructed. The City of Austin recognized a need to
preserve views of the Capitol and passed an ordinance limiting the height of
buildings to 200 feet with exceptions for increased setbacks. In 1963 and
1968 (and not without controversy) developers used the setback exception to
construct the Westgate Building and Dobie Mall. After the City's approval of
the "wedding cake" tower at 6th St. and Congress, Senator Doggett and Rep.
Hill passed Capitol view corridor legislation that protected the remaining
30 views of the Capitol building. In 2001 and 2003 the Legislature passed
amendments to the capitol view corridor statute exempting the 11th Street
revitalization project and Darrell K Royal-Texas Memorial Stadium. 

In 2003 a study commissioned to assess the effect the view corridor had on
downtown development concluded that "some value should be assigned to the
lost tax revenue from reduced square footage of a built-out scenario."
Austin Mayor Wynn recently stated in an Austin Chronicle article "that a 1.8
second view of the Capitol off IH 35 has cost the city millions in
development." The view corridor study, a downtown building boom and Travis
County's recent interest in building a civil courthouse, prompted a review
of the value of each of the remaining 26 corridors by the Austin Downtown
Commission and new legislation by Representative Mike Krusee. House Bill
3716 would authorize the Texas Historical Commission, General Land Office,
or the City of Austin to amend the view corridor legislation under certain
circumstances. 

The Heritage Society of Austin opposes changes to the Capitol view corridor
law. "It is the sole preservation mechanism for ensuring continued views of
the capitol for everyone - the State capitol being the most recognized and
prized symbol of Austin and the State of Texas," stated Society president
Dennis McDaniel. Dealy Herndon who managed the recent Capitol restoration
project and a Heritage Society board member, said that the Heritage Society
supports the goal of urban revitalization and downtown residences, but "No
great American city has revitalized its downtown by sacrificing its most
cherished and significant features."

What is the relative worth of great views of our State Capitol versus the
value of additional economic development if certain corridors were amended
or eliminated? There is no mathematical formula that can provide us with the
answer. As taxpayers who benefit from economic development and as guardians
of our State Capitol, Austinites have a special responsibility to be a part
of this decision making process and to make sure that we get it right.

Material for this column was compiled from several sources including the
Austin Chronicle, Austin Heritage Society, University of North Carolina
report on Austin's Capitol View Corridor, Texas News, News 8 Austin and the
State Preservation Board.

The Texas Capitol is an extraordinary example of late 19th century public
architecture and is widely recognized as one of the nation's most
distinguished state capitols.

MAKE SURE DEMOCRACY WORKS CORRECTLY IN YOUR NEIGHBORHOOD

 

Elections are the backbone of democracy, and making sure that polling
locations run correctly and smoothly is often a difficult job to undertake.
You have the opportunity to run your polling location by becoming a
presiding judge!  

 

Currently, the TCDP is looking for Democratic term-appointed presiding
judges.  The term has recently been changed by Travis County Elections and
will be a one year rather than two year term running from August 1, 2007 –
July 31, 2008.  

 

Please review the following requirements for a term appointment:

 

1.	You must live in the precinct in which you work and you will be
asked to work EVERY election that is determined for your precinct.  This
includes the party primary, elections for city council, independent school
district boards, Austin Community College board, bond and state
constitutional elections, etc.  In short, you will represent the Travis
County Democratic Party at party primaries, but you are expected to work, if
possible, each and every election.
2.	Even though some of these elections are partisan, such as the party
primary, it is imperative that you work cordially with your Republican
counterpart.
3.	As a presiding judge, it will be one of your duties to be able to
physically set up the voting machines.  They are bulky and may be somewhat
heavy for some folks to handle.  However, your alternate judge and clerk(s)
can and should help you to set these up.
4.	The integrity of the election process is of the utmost importance,
so you must be reliable and dependable in making sure you have everything
for your polling location; that everything is ready to go and is operational
by 7:00am when the polls open; and when your polling location closes, that
you return all materials to your designated receiving station in a timely
manner before you go home or attend any Party function or event (e.g.
precinct conventions).
5.	Travis County Elections requires attendance for training, regardless
if you have been trained in the past.
6.	Pay for the primary is set by the Texas Secretary of State.
Currently the hourly rate for the 2008 Primary is $7.00/hour.  All other
election pay is $10/hour for presiding/alternate judges.

Our Coordinated Campaigns have helped to accomplish the following:

 

2004 – Travis County took back three elected seats from the Republicans.
State Representative District 50, a district judgeship, and County Constable
Precinct 3 all went from Republican held seats to Democratic.  

 

2006 - The Travis County legislative delegation became completely Democratic
for the first time since 1992, and we took back the office of Justice of the
Peace Precinct 3 from the Republicans. 

 

There are now only three Republicans elected to Travis County offices!

 

The TCDP has stepped up to make Travis County even more Democratic!

 

If you believe our work is valuable and you want us to continue, we ask you
to stand with us and support TCDP by becoming a Member.  We have two levels
of membership:

 

Sustaining:  minimum of $10.00 per month or $120.00 annually. 

Finance Council:  minimum of $84.00 per month or $1000.00 annually.  Members
at this level receive prominent listing in our publications and web site as
well as at Travis County Democratic Party functions along with free
admission to TCDP sponsored events. 

 

The Travis County Democratic Party is dependent on your generosity for
everything we do year-round!

 

As Linda Pemberton, Precinct Chair of 223 says:

 “If I don’t keep increasing my monthly Sustaining Member contribution by
$5-$10 every couple of months, I will never be able to make it up to Finance
Council level.”  

 

NOTE:  Linda increased her giving from $10 to $25 per month on 6/6/06 and
increased again to $30/month on 1/31/07 and increased again to $35/month on
3/28/07  !!!

As Howard Dean said, you, YES YOU, have the power.  You have the power to
have an impact at the state capitol and on national politics!  Take a look
at this information:

-          In 2006, Travis County provided for one-third of the Democratic
increase in the State House of Representatives this session by electing a
100% Democratic legislative delegation for the first time since 1992.

-          It’s no secret that Travis County is depended upon by statewide
candidates to put them in a position to win because Travis County is so
heavily Democratic.

-          One-term Texas Republican Senator John Cornyn continues to be
unpopular.  He consistently polls way under 50% in Texas.  He has been
called the “least popular U.S. Senator” in the group of Republican Senators
who are up for re-election in 2008. 

-          Two parts of Travis County are still represented by Republican
Congressmen.

 

Get involved now and you can help make the following happen: 

 

-          Keep all of our Democratic state reps in office while other parts
of the state elect more Democrats

-          Put our candidates for the U.S. Senate and House of
Representatives in a position to win to continue changing the politics in
Washington DC!

 

The strongest impact you can make is by becoming a Precinct Chair!  We only
have 47 vacancies left out of 210 precinct chair positions!  Make your voice
heard in how your county party is run!  All Democratic Precinct Chairs in
Travis County automatically become members of the County Executive
Committee, which is the governing body for Travis County Democratic Party.
In addition, you’ll receive all the support you need to turn out the
Democrats to vote in your neighborhood.  There is so much to do to get ready
for 2008.  Come be a part of it!

Who can vote by mail?
Anyone who meets any ONE of these criteria:
1) Will be out of their county of voter registration during early voting and
on election day.
2) Anyone who is 65 or older on or by election day.
3) People in a hospital, nursing home or other institution.
4) Disabled persons who have a health related hardship getting to a voting
location. Note: Disability is defined by the voter. You do NOT have to have
any medical determination, doctor’s statement, or other determination. YOU
decide whether going to a voting location, standing in the line or heat,
etc. is a problem for your health.
5) Confinement in jail (as long as you are otherwise eligible to vote, i.e.,
no current felony conviction.)

The application MUST come by U.S. mail or carrier such as UPS or FedEx.

this happens, you will be automatically unsubscribed from the list. 

You are free to re-subscribe your address to our lists; however, if you
chose to do so, please take the time to use caution or obtain an email
address, such as a gmail address, from a different provider.  Please be
