A MESSAGE FROM TCDP CHAIR, CHRIS ELLIOTT
Dear Fellow Democrats:
For those of you that were not able to attend our monthly Executive
Committee meeting last night, we had a special guest speaker, former
Congressman Richard Gephardt of Missouri. Congressman Gephardt was in town
on business and Rich Bailey was kind enough to arrange for him to speak to
our monthly gathering.
Congressman Gephardts talk was inspiring, to say the least. He spoke
eloquently of his experiences in the Congress, including having to deal with
the likes of Tom DeLay and Karl Rove, and of his optimism about the future
of our country, now that Democrats have wrested control of Congress from the
Republicans. He said that he is more optimistic about this countrys future
now than he ever has been, and he said it with sincerity and conviction. He
thinks that people in this country are starting to get it, i.e. understand
that the Republican approach to winning elections at all cost and then using
the halls of power to pay back your benefactors, as opposed to working for
the people, is the wrong approach. I, for one, thoroughly enjoyed Mr.
Gephardts presentation.
I am also excited to announce the reformation of the Central Texas
Democratic Forum (formerly the Austin Democratic Forum). The first meeting
will be on April 12 and meetings will be at lunchtime, more or less on a
monthly basis, depending on the availability of speakers. The speaker on
April 12 will be Congressman Lloyd Doggett. I am excited about this group
as I believe it will provide another means for Democrats to stay engaged and
informed in non-election as well as election years. Chuck Herring, a former
TCDP Chair, along with Congressman Doggett, have taken leadership roles in
putting this organization back together. I encourage all Democrats to

CONSTABLES NOTEBOOK BY CONSTABLE BRUCE ELFANT
Entertainer, Arthur Godfrey once observed that "I am proud to be paying
taxes in the United States, but I could be just as proud for half the
money!"
'Tis the season to file our income tax returns. The Community Tax Centers
are again providing tax preparation assistance at no charge for families
with annual incomes of $50,000 or less and individuals who earn $25,000 or
less. The 10 tax centers, located throughout Austin, are staffed by IRS
certified and bilingual volunteers and are open weekends and evenings. Last
year the tax centers helped prepare more than 10,000 tax returns for central
Texas residents who received almost $13 million in tax refunds and credits.
This year more than 6,600 residents have already filed their tax returns
through the tax centers and have received average refunds of $3,242 and
collectively saved more than $1 million in tax preparation fees.
The Community Tax Centers are a project of the Austin Community Foundation

), a non-profit organization that provides housing, education and financial
counseling services for low and moderate income individuals and families.
They are committed to providing free tax preparation services to help people
accurately prepare their tax returns and to help them take full advantage of
all available tax deductions and credits including the Earned Income Tax
Credit (EITC) and the Child Tax Credit (CTC). Individuals and families who
earn less than $36,348 per year may be eligible for anywhere from $412 to
$4,536 in earned income and child tax credits which is based on income,
marital status, and number of children. The IRS estimates that last year
thousands of Austin families failed to claim more than $31 million in EIT
credits. These refund credits could have helped Austin families and
supported local businesses.

DO YOU WANT TO WORK THE POLLS THE DAY OF THE ELECTIONS?
Elections are the backbone of democracy, and making sure that your polling
location runs correctly and smoothly can often be a difficult job to
undertake.
Currently, the TCDP is looking for Democratic term-appointed presiding
judges (aka poll workers. The term has recently been changed by Travis
County Elections and will be a one year rather than two year term running
from August 1, 2007 July 31, 2008.
Please review the following requirements for a term appointment:
1. You must live in the precinct in which you work and you will be
asked to work EVERY election that is determined for your precinct. This
includes the party primary, elections for city council, independent school
district boards, Austin Community College board, bond and state
constitutional elections, etc. In short, you will represent the Travis
County Democratic Party at party primaries, but you are expected to work, if
possible, each and every election.
2. Even though some of these elections are partisan, such as the party
primary, it is imperative that you work cordially with your Republican
counterpart.
3. As a presiding judge, it will be one of your duties to be able to
physically set up the voting machines. They are bulky and may be somewhat
heavy for some folks to handle. However, your alternate judge and clerk(s)
can and should help you to set these up.
4. The integrity of the election process is of the utmost importance,
so you must be reliable and dependable in making sure you have everything
for your polling location; that everything is ready to go and is operational
by 7:00am when the polls open; and when your polling location closes, that
you return all materials to your designated receiving station in a timely
manner before you go home or attend any Party function or event (e.g.
precinct conventions).
5. Travis County Elections requires attendance for training, regardless
if you have been trained in the past.
6. Pay for the primary is set by the Texas Secretary of State.
Currently the hourly rate for the 2008 Primary is $7.00/hour. All other
election pay is $10/hour for presiding/alternate judges.

2004 Travis County took back three elected seats from the Republicans.
State Representative District 50, a district judgeship, and County Constable
Precinct 3 all went from Republican held seats to Democratic.
2006 - The Travis County legislative delegation became completely Democratic
for the first time since 1992, and we took back the office of Justice of the
Peace Precinct 3 from the Republicans.
There are now only three Republicans elected to Travis County offices!

AOL has become increasingly difficult for independent Internet services and
presence providers like ours to work with. The AOL mail user interface has
a "Report Spam" button immediately adjacent to the "Delete" button, and not
only does this make it hard for many inexperienced (and elderly) users to
avoid hitting the "Report Spam" button, but AOL apparently makes little or
no attempt to educate its user base on distinguishing between spam and
legitimate list posts to which they have subscribed but may not wish to
read.
AOL tracks each "Report Spam" it receives from subscribers. If they receive
too many complaints from our service, email will be subject to substantial
acceptance delays or rejection by AOL's mail servers.
Each time an AOL user hits the "Report Spam" button on a post from a list
hosted by our web host, we receive a "Client TOS Notification" from AOL. If
this happens, you will be automatically unsubscribed from the list.
You are free to re-subscribe your address to our lists; however, if you
chose to do so, please take the time to use caution or obtain an email
address, such as a gmail address, from a different provider. Please be
careful when deleting messages.
