MESSAGE FROM TCDP CHAIR, CHRIS ELLIOTT

Dear Fellow Democrats: 

Once again, Rick Perry and George W. Bush have pulled out their poison pens
and subverted the will of the people in Texas and across this country by use
of the legislative veto.  Despite overwhelming legislative and public
support for such issues as properly funding junior colleges, correcting
problems with the civil justice system, and stem cell research, Gov.
Goodhair and W continue to believe that their personal opinions and those of
the narrow special interests to which they are beholden should trump the
will of the people, and have said so by striking down legislation pertaining
to these and other topics.   

Please take time to look at the measures that were vetoed by Perry.  You
will see that many of them had overwhelming bi-partisan support in the
legislature (which, just in case he has forgotten, is made up of the elected
representatives of the residents of this state).  In news articles published
in the Austin American-Statesman over the past two days, legislators who
sponsored and worked on many of the vetoed measures, several of them
Republican, have expressed their shock and dismay at Perry's actions.


It is unconscionable that these chief executives, supposedly elected to
serve the people, have such disregard for the constitutionally created
institutions that are designed to govern our state and country.  Neither
Perry nor Bush can seem to get it through their heads that they are but one
of three CO-EQUAL branches of government.  Their arrogance and blatant
disregard for the democratic processes upon which this country was founded
are beyond my comprehension, reminding me once again of the adage that
"Republicans are good at winning elections but lousy at governing."   

We Texas Democrats must continue the hard fight to retake the governorship
and the presidency, thus restoring some respect and sanity to those offices.
Perry and Bush have made mockeries of those grand institutions and their
latest actions are prime examples of just how low they will stoop to serve
their narrow special interest constituencies.   

At the risk of sounding like an old Republican and former owner of the Texas
Rangers, Eddie Chiles, I'm mad.  And I hope you are, too.

TERM APPOINTED ELECTION JUDGES NEEDED BY JULY 13th 

 

You have the opportunity to run your polling location by becoming a
presiding judge! (a.k.a election judge)  

 Make sure that your polling location is well run and help the TCDP at the
same time!  

 

TCDP needs to turn in our list of term-appointments to the Travis County
Elections Division by mid-July because that is when they take our list to
the Commissioners' Court to have them approved.  We are just over 28%
filled.

 

If we do not find people to work these polling locations and the county
election folks have to help us recruit, TCDP will be charged a hefty fee.
For the 2006 Primary, the TCDP was charged more for running the Primary by
the elections division than the Travis County Republican Party for this very
reason!  We would much rather spend our money reaching Democratic voters!

 

Currently, the TCDP is looking for Democratic term-appointed presiding
judges.  The term has recently been changed by Travis County Elections and
will be a one year rather than two year term running from August 1, 2007 -
July 31, 2008.  

 

Please review the following requirements for a term appointment:

 

1.	You must live in the precinct in which you work and you will be
asked to work EVERY election that is determined for your precinct.  This
includes the party primary, elections for city council, independent school
district boards, Austin Community College board, bond and state
constitutional elections, etc.  In short, you will represent the Travis
County Democratic Party at party primaries, but you are expected to work, if
possible, each and every election.
2.	Even though some of these elections are partisan, such as the party
primary, it is imperative that you work cordially with your Republican
counterpart.
3.	As a presiding judge, it will be one of your duties to be able to
physically set up the voting machines.  They are bulky and may be somewhat
heavy for some folks to handle.  However, your alternate judge and clerk(s)
can and should help you to set these up.
4.	The integrity of the election process is of the utmost importance,
so you must be reliable and dependable in making sure you have everything
for your polling location; that everything is ready to go and is operational
by 7:00am when the polls open; and when your polling location closes, that
you return all materials to your designated receiving station in a timely
manner before you go home or attend any Party function or event (e.g.
precinct conventions).
5.	Travis County Elections requires attendance for training, regardless
if you have been trained in the past.
6.	Pay for the primary is set by the Texas Secretary of State.
Currently the hourly rate for the 2008 Primary is $7.00/hour.  All other
election pay is $10/hour for presiding/alternate judges.

As Howard Dean said, you, YES YOU, have the power.  You have the power to
have an impact at the state capitol and on national politics!  Take a look
at this information:

-          In 2006, Travis County provided for one-third of the Democratic
increase in the State House of Representatives this session by electing a
100% Democratic legislative delegation for the first time since 1992.

-          It's no secret that Travis County is depended upon by statewide
candidates to put them in a position to win because Travis County is so
heavily Democratic.

-          One-term Texas Republican Senator John Cornyn continues to be
unpopular.  He consistently polls way under 50% in Texas.  He has been
called the "least popular U.S. Senator" in the group of Republican Senators
who are up for re-election in 2008. 

-          Two parts of Travis County are still represented by Republican
Congressmen.

 

Get involved now and you can help make the following happen: 

 

-          Keep all of our Democratic state reps in office while other parts
of the state elect more Democrats.

-          Put our candidates for the U.S. Senate and House of
Representatives in a position to win to continue changing the politics in
Washington DC!

-          There are only three Republican county office holders left!  Two
of them are up for re-election in 2008.

 

The strongest impact you can make is by becoming a Precinct Chair!  We only
have 44 vacancies left out of 210 precinct chair positions!  

 

Make your voice heard in how your county party is run!  All Democratic
Precinct Chairs in Travis County automatically become members of the County
Executive Committee, which is the governing body for Travis County
Democratic Party.  In addition, you'll receive all the support you need to
turn out the Democrats to vote in your neighborhood.  There is so much to do

BID ON A SCHOOL ROOM PLAYHOUSE

 

A great gift for a child care center or the kids' backyard.  School house
playhouse includes bell tower. Construction exceeds commercial playhouses,
using wood framing, insulation, and a shingle roof.  Playhouse is 8 feet by
4 feet and has finished interior and windows.

 

It was built by the Lake Travis Democrats as a float with the central theme
for the 2006 Lakeway 4th of July parade.  Proceeds from the sale of the
playhouse will be used for upcoming Democratic events.

CONSTABLE'S NOTEBOOK BY CONSTABLE BRUCE ELFANT

 

Constables Notebook - July 2007

Nearly a year after the departure of Stan Knee, Austin finally has a new
police chief. Art Acevedo, a division commander with the California Highway
Patrol, was selected during a turbulent time for the Austin Police
Department. Just as the finalists for chief came to Austin to meet with city
and community leaders, there was yet another controversial shooting and the
U.S. Justice Department announced that they would conduct an investigation
of use of force incidents by APD officers. 

The good news for Chief Acevedo is that Austin crime rates are relatively
low compared to other Texas cities and national averages.[1] Austin has the
lowest rates per capita of any major Texas city when it comes to aggravated
assaults, robberies and vehicle thefts. The murder rate is 3.8 murders per
100,000 people which is far lower than 16.3 for Houston, 16.4 for Dallas,
9.8 for Fort Worth, or even 6.8 for San Antonio. However, the crime data for
Austin does pose some serious challenges for law enforcement officials and
our community. The number of rapes per capita in Austin at 45 per 100,000
are about average for major Texas cities but significantly exceed the
national average of 32. Austin citizens also experience more thefts than
most Texas and U.S. cities. 

Chief Acevedo's main challenge will be to create a climate of trust and
mutual respect between some communities and the Austin Police Department.
Due to a number of incidents and their handling by APD, trust and mutual
respect simply does not exist today. Incidents must be promptly investigated
in a forthright process that offers an equal amount of respect to victims
and the officers involved. If the response to Acevedo's selection by
community leaders is any indicator, he is off to a good start. 

Lowering crime rates and building these relationships with our neighborhoods
cannot be Chief Acevedo's responsibility alone. It has to be a shared
responsibility where APD implements sound community policing strategies and
where neighborhood associations take responsibility to establish and
maintain neighborhood watch programs, get to know the officers who patrol
their areas and have home security audits done. Most important of all, get
to know our neighbors and watch out for each other. 

The 24th National Night Out on Tuesday August 7, would be a great time to
welcome our new police chief and extend an olive branch of cooperation.
National Night Out is designed to heighten crime prevention, strengthen
neighborhood and police community relations and send the message that your
neighborhood is a safe place to live. Neighbors are asked to turn on their
porch lights, lock their doors and socialize with their neighbors and local
law enforcement officers. If you want to host a National Night Out event or
wish to find your neighborhood event, call Rosie Salinas with APD at

out with my neighbors, I hope you will be as well.

SAVE THE DATE!  NATIONAL NIGHT OUT, AUGUST 7, 2007

 

Neighborhoods throughout Austin are invited to join with thousands of
communities nationwide on Aug. 7, to participate in the 24th Annual
'National Night Out'. APD officers, EMS and fire fighters will join City
Council Members and other city officials in attending neighborhood parties
throughout Austin. Events are planned to promote crime prevention and drug
prevention awareness and to strengthen the police - community partnership.
On Aug. 7 - a Tuesday -- from 6pm to 9pm, residents are asked to turn on
their porch lights, lock their doors and spend the evening outside with
their neighbors, police officers, EMS, and fire fighters. 

 

To officially participate in National Night Out events you must complete the
National Night Out Application and mail it to: Austin Police Department,
Community Liaison Office, P.O. Box 689001, Austin, Texas 78768-9001. You may

Democracy for Texas Movie Event

To no one's surprise, Michael Moore's new documentary has stirred
controversy. Sicko is an indictment of the current state of health care in
America. Moore takes on the uncaring nature of pharmaceutical giants that
think only about the bottom line and demonstrates how other countries
provide universal coverage.

At the Cannes Film Festival, the movie got a twenty-minute standing ovation.
The Bush administration is already attacking it, and you can bet the entire
health care industry will try to stop any real reform.

Please join your fellow progressives at the Austin premiere. They'll meet in

TO SUBSCRIBERS WHO USE AOL 

AOL has become increasingly difficult for independent Internet services and
presence providers like ours to work with.  The AOL mail user interface has
a "Report Spam" button immediately adjacent to the "Delete" button, and not
only does this make it hard for many inexperienced (and elderly) users to
avoid hitting the "Report Spam" button, but AOL apparently makes little or
no attempt to educate its user base on distinguishing between spam and
legitimate list posts to which they have subscribed but may not wish to
read. 

AOL tracks each "Report Spam" it receives from subscribers.  If they receive
too many complaints from our service, email will be subject to substantial
acceptance delays or rejection by AOL's mail servers. 

Each time an AOL user hits the "Report Spam" button on a post from a list
hosted by our web host, we receive a "Client TOS Notification" from AOL.  If
this happens, you will be automatically unsubscribed from the list. 

You are free to re-subscribe your address to our lists; however, if you
chose to do so, please take the time to use caution or obtain an email
address, such as a gmail address, from a different provider.  Please be
careful when deleting messages.
