A MESSAGE FROM TCDP CHAIR, CHRIS ELLIOTT

 

Dear Fellow Democrats: 

I announced yesterday at the monthly TCDP County Executive Committee meeting
and in an email to our Democratic elected officials that I will not be
running for a third term as your Democratic County Chair.  This was not an
easy decision for me as I have enjoyed immensely serving in this position.
However, family and job considerations convinced me that it is time to step
aside when my current term is finished.  As I told the elected officials
yesterday in my email to them, I do not want to put myself in a position
where I am unable to devote to my chosen pursuits the time and energy
necessary to do each of them to the best of my abilities - whether it be my
role as a father, husband, lawyer or Chair of the Travis County Democratic
Party.   

Travis County Democrats, the best Democrats in the State of Texas, have
honored me by allowing me to serve in this position for two terms.  It is
truly the best county chair position in the state, bar none.  The depth of
support for Democrats in this county is truly amazing and the quality of the
Democratic elected officials is unparalleled.  We have much to be proud of
here and being a part of increasing the base of Democratic support and
increasing the number of Democratic elected officials in Travis County over
the past two election cycles has been one of the most rewarding things that
I have done in my life.  I know that my successor, whoever he or she may be,
will continue to build on this momentum with the help and support of you
good Democrats.   

Again, let me say what an honor it has been, and is, to be your Democratic
County Chair.  I look forward to working with all of you during the
remaining months of my term.

TEXAS DEMOCRATIC PARTY E-PRIMARY POLL

 

Tomorrow, Friday, September 1, the Texas Democratic Party (TDP) will launch
its first ePrimary Poll, a weeklong online event that will give Texas
Democrats an opportunity to make their voices heard in the presidential
nomination process and express support for their favorite Democratic
candidate.  Participation in the ePrimary Poll is open to all Texas
Democrats who want to provide input as the Party chooses a presidential
nominee.  Voters can cast their ballot by visiting the TDP website,
www.txdemocrats.org <http://www.txdemocrats.org/> , where they can also view
personal profiles of each potential nominee, along with the candidate’s
personal message to Texas Democrats.

 

“Texas Democrats are more energized than ever, and like most Americans, are
ready for change.  The TDP ePrimary Poll offers all Texas Democrats an
opportunity to get involved in the presidential election and vote for
Democratic candidates who are qualified and ready to lead with new ideas,”
said Texas Democratic Party Chairman Boyd Richie.   

The TDP ePrimary Poll takes place just as Texas Republicans convene in Fort
Worth for a presidential straw poll that has drawn little participation from
candidates, party leaders and activists.  With only a few fringe
presidential candidates scheduled to appear and sparse attendance projected,
the RPT straw poll is evidence of a Republican Party on the decline. The
exclusionary event is open only to those people who served as delegates to
recent state or national Republican conventions and does not reflect the
preferences of all Texas Republican voters.  

 

“The TDP’s ePrimary Poll is designed to capture the tremendous excitement of
the Democratic Party and involve more voters in the political process,” said
Richie.  “But Republicans want to hear only from the most extreme members of
their Party, who are choosing among lackluster candidates offering only
failed policies from the past,” said Richie.  


As the second most populous state, Texas has traditionally played a
significant role in our nation’s political process.  However, Republicans in
the State Legislature weakened the influence of Texas voters by failing to
approve an earlier date for the primary election, meaning the presidential
nominees of both parties could potentially be decided before Texans get a
say in the matter. 

 

“Republicans in the State Legislature weakened the national political
influence of Texas voters when they failed to advance Texas’ 2008 primary
election date.  But with the ePrimary Poll, the many Democratic activists
who are concerned that Texas may have little say in choosing our Party’s
presidential nominee will now have a chance to weigh in on the selection
process,” added Richie. 

 

Voting for the ePrimary Poll will begin tomorrow and last until Friday,
September 7th.  The winner will be announced on September 10th, but starting
Tuesday, updated vote tallies will be posted daily on the TDP website so
participants can monitor their preferred candidate’s performance throughout
the week.

ANN W. RICHARDS CONGRESS AVENUE BRIDGE DEDICATION CEREMONY 

TIME:  Friday, September 7, 2007 at 10:30am
PLACE:  Meet on the south side of the Congress Avenue Bridge

The Ann Richards Congress Avenue Dedication Ceremony has been rescheduled!
Dedication ceremonies for the Ann W. Richards Congress Avenue Bridge and a
ceremonial march are planned Friday, September 7, 2007 honoring the spirit
of Richards' historic 1991 inaugural march to the State Capitol.

The TCDP will be participating in this worthy event, and we invite you to
join with us. Please gather at the bridge's south side at Riverside Drive
and Congress Avenue at 10:30am and look for the Travis County Democratic
Party banner.

The march begins there at 11:00am, and it will proceed to the ceremonial
stage on the north side of the bridge, just before Cesar Chavez Street.
Mayor Will Wynn will serve as the emcee and will be joined by Council
Members and members of the Richards family.

The primary filing dates are now official.  In addition, the TCDP has
recently signed venue contracts for both our biennial Campaign Kick-Off
Dinner (formerly known as The Filing Day Dinner) and the March County
Convention so please mark your calendar!

 

Filing for all who intend to run in the Democratic Primary as a Travis
County candidate is at The Travis County Democratic Party headquarters
located at 1311-B East 6th Street.  Our office is approximately six blocks
east of I-35 on the south side of E. 6th between Attayac and Navasota
Streets.  For the December/January filing period, office hours will be 8:30
a.m. – 6:00 p.m.

As the 2008 March Primary draws closer, the TCDP asks that all who
anticipate filing for office during the official filing period next December
call or e-mail the TCDP with your current contact info to include campaign

etc.  The Party office has already begun receiving calls from local Dem
Clubs and Organizations who would like to add candidate names to their
contact lists and we would like to be able to assist these organizations
with as complete a list as possible.  But we cannot provide correct
information if we have not first been notified of your intent to run being

CAN YOU WORK 3-5 ELECTIONS OVER THE NEXT YEAR?

 

The most important item at the TCDP right now is to submit a comprehensive
list of term-appointed Presiding Judges (a.k.a. Election Judges, the folks
who work at your polling locations on Election Day) for a one-year term,
August 1, 2007 – July 31, 2008.  There will be approximately 3-5 elections
during this one year term depending upon where you live and whether there
will be any run-off elections.  

 

You must live in the precinct in which you work and you will be asked to
work every election that is determined for your precinct.  This means
working the March party primary yet also includes elections for city
council, independent school district boards, Austin Community College board,
bond and state constitutional elections, etc.  In short, you will represent
the Travis County Democratic Party at party primaries, but you are expected
to work, if possible, each and every election.  Pay for the primary is set
by the Texas Secretary of State.  Currently the hourly rate for the 2008
Primary is $7.00/hour.  All other election pay is $10/hour for
presiding/alternate judges.

 

TCDP is now putting together a supplemental term-appointed list that can be
submitted to the County Commissioners' no later than October because of the
state constitutional election on November 6, 2007.   We currently have 78
positions filled but we need 215 total.  In other words, we are at 36% of
having these spots filled but we would certainly like to achieve over 50% if
not 100%.  

 

And here is another reason to keep in mind why we need folks to sign up to
be a Presiding Judge:

 

If we do not find people to work these polling locations and the county
election folks have to help us recruit judges, the TCDP will be charged a
hefty fee.  For the 2006 Primary, the TCDP was charged more for this service
than the Travis County Republican Party.  We simply do not want that to
happen again.  We are sure that you would agree that the TCDP should spend
more of its money reaching Democratic voters than recruiting judges during
January and February of next year!

to Democrats, and now, there are only three Republicans left!  As you can
see, the TCDP has stepped up to make Travis County even more Democratic!

 

Sustaining members are our lifeblood.  They are the reason that we are open
year-round (one of the five county parties in Texas), have two staff
members, and our work has been so successful.  We do not receive any funds
from the national or state parties!

CONSTABLE BRUCE ELFANT’S CONSTABLE’S NOTEBOOK

 

Your neighbor's dog won't stop barking. Your mechanic charges you for more
work than you believe was completed. Your tenant won't pay the rent on time
or your landlord won't make reasonable repairs. Disputes between parties not
quickly resolved tend to end up in court or can fester, often leading to
greater problems. 

Conflicts between neighbors have existed as long as humans. In early times,
religious leaders acted as arbiters of disagreements. As groupings of people
grew into communities, processes were established to resolve conflicts
between countrymen. The use of mediation to settle disputes dates back to
the ancient Greek and Roman civilizations. People who were trusted and
respected by all parties mediated disputes ranging from theft to issues of
commerce. Over the years, nations established formal justice systems where
disputes were decided and enforced by governments.

By the latter half of the 20th century, courts at all levels were
overwhelmed by a backlog of cases. Court backlogs have delayed justice and
increased litigation costs to the point of not being a viable method for
resolving many disputes. In 1965, a Presidential Commission directed to
study the court system recommended that some cases should be diverted from
the courts. New mediation guidelines allowed retired judges, attorneys, and
law students to arbitrate disagreements more quickly and at less cost.

Austin Dispute Resolution Center (ADR) was founded in 1983 to help people
resolve a variety of issues: neighborhood (zoning), pre-and post-divorce,
real estate, landlord/tenant, consumer/merchant, employer/employee, business
and small claims, and parent/adolescent. ADR's goals include providing more
appropriate processes for certain types of cases, providing a case
resolution process that is less costly and more accessible for people, and
reducing court caseloads. Mediation sessions cost $35 for each party,
typically last up to four hours, and can be scheduled within 10 to 14 days.
Parties must agree to mediate. Mediators do not make judgments, express
opinions, or give legal advice. They facilitate communication so the parties
can find a solution of their own. ADR mediators conduct about 1,000
mediations per year and report that 85% of mediations are successful. ADR
also offers basic mediation training (40 hours), advanced family mediation
training (30 hours) and customized training (up to 2 days) for individuals
who are interested in becoming state certified mediators. Travis County
judges, in an effort to reduce the number of trials and encourage outcomes
agreed to by all parties, routinely require mediations for certain types of
cases to be conducted before litigation can occur. Dispute Resolution Center

The Center for Public Policy Dispute Resolution (CPPDR) at the University of
Texas also provides dispute resolution services for governmental entities,
policymakers, and others involved in public policy disputes. CPPDR maintains

TO SUBSCRIBERS WHO USE AOL 

AOL has become increasingly difficult for independent Internet services and
presence providers like ours to work with.  The AOL mail user interface has
a "Report Spam" button immediately adjacent to the "Delete" button, and not
only does this make it hard for many inexperienced (and elderly) users to
avoid hitting the "Report Spam" button, but AOL apparently makes little or
no attempt to educate its user base on distinguishing between spam and
legitimate list posts to which they have subscribed but may not wish to
read. 

AOL tracks each "Report Spam" it receives from subscribers.  If they receive
too many complaints from our service, email will be subject to substantial
acceptance delays or rejection by AOL's mail servers. 

Each time an AOL user hits the "Report Spam" button on a post from a list
hosted by our web host, we receive a "Client TOS Notification" from AOL.  If
this happens, you will be automatically unsubscribed from the list. 

You are free to re-subscribe your address to our lists; however, if you
chose to do so, please take the time to use caution or obtain an email
address, such as a gmail address, from a different provider.  Please be
careful when deleting messages.
