EAST AUSTIN INITIATIVE



The East Austin Initiative (EAI), designed to address the new challenges created by changes in demographic and physical changes of East Austin, will "turnout the base" and develop an infrastructure that consistently maximizes the party's ability to maintain and expand its diverse base. The components of the EAI are:

1. True Blue Action Grassroots Campaigning
2. Candidates' Forum/ Town Hall Meeting
3. Culturally, Ethnically Relevant Messaging
4. Politically-oriented Arts/Entertainment
5. Social networking

To implement the EAI, the TCDP Coordinated Campaign needs volunteers to assist in voter registration and education drives throughout East Austin. PLEASE COME TO A MEETING ON MONDAY TO LET US KNOW HOW YOU CAN HELP!!!  MEETING DETAILS:

GUBERNATORIAL DEBATE SET FOR FRIDAY, OCTOBER 6



The one and only televised (or any other!) debate between the four main gubernatorial candidates will be held this Friday, October 6 at 7:00pm.  It will be shown on KVUE, Channel 24 (cable channel 3).  Watch Chris Bell make hash of the three Republican candidates out there!

TRAVIS COUNTY ELECTIONS NEED PRESIDING JUDGES



Travis County Elections is looking for five Democratic presiding judges for each of the receiving sub stations the evening of November 7, 6:00pm till about 10:00pm or 10:30pm, depending upon how soon the precinct boxes come through.  The pay is $6.00/hour.  



Presiding judges look after Democratic interests, making sure that everything arriving from the polling locations is in order at the receiving sub stations where ballot boxes are returned after the polls close.  We need one person per station and we'll take one or two other folks for a reserve list for each location.  The locations are:



Anderson High School, 8403 Mesa Dr.

Travis High School, 1211 Oltorf St.

Dobie Middle School, 1200 E. Rundberg Ln.

O'Henry Middle School, 2610 W. 10th St.
Covington Middle School, 3700 Convict Hill Rd.

COORDINATED CAMPAIGN WEEKLY UPDATE-- WHAT WOULD ANN DO?



VOTER REGISTRATION DEADLINE IS TUESDAY, OCTOBER 10!!  FINAL 5 DAYS!!!



Last week we told you that 90,000 voter registration cards had been distributed.  Due to the overwhelming response of volunteers, we've distributed over 121,000 voter registration cards so far - but we're not done yet!   We have some immediate voter registration projects that need all the support we can muster. We're working NONSTOP now through Tuesday @ midnight! Come on down to the party anytime to help out with at least one project below: 

3) We need your help today to put together 20,000 more packets and distribute them to our targeted apartment complexes throughout Travis County. Come to our True Blue HQ at 505 Willow near downtown Austin, to help stamp & stuff packets or pick up packets for a complex or two near you. 

4) Sign Building Block Party - This Saturday drop by the office here at 505 Willow and help us transform old signs into new signs as we build more signs to be put up across Austin next Monday night informing people of last day voter registration centers. 

5) We need to then get all those signs we build out across Austin Monday night. E-mail Diane at diane at traviscountydemocrats.org if you can help and what parts of town you would be able to cover. 

6) The Tuesday 24 Hour Marathon- This is it! This is the big tamale. We'll have a dozen locations set up across Travis County that we need to man from 8 am to Midnight on the Voter Registration Deadline Tuesday, Oct. 10. CONSTABLE'S NOTEBOOK, BY BRUCE ELFANT

For the first half of the 1900s, the Austin City Council was comprised of five council positions that were all elected at large by a plurality of votes. The councilmembers, not the voters elected the mayor. In 1948 Emma Long, a self-proclaimed liberal, was the first woman elected to the City Council. The city's establishment community was not so much bothered by Ms. Long's election as they were concerned that voters might possibly elect four more like her. So they changed the method of electing council members from the at large system of five separate races to one where the top five vote getters in a single election were elected. In 1967 the City Council was expanded to seven members and reverted back to at large elections. Berl Handcox and John Trevino were the first minorities elected to the City Council (1971 and 1975) in more than 100 years. This was achieved by an acknowledged "gentlemen's agreement" of the white power brokers who agreed to reserve one seat for an African American and one for a Hispanic. In 1977 Carole McClellan was the first woman elected mayor, so many believed that the Austin City Council finally represented the diverse populations who live in our city.

But that belief was not universally shared. While the power brokers agreed to the minority seats on the City Council, most often they also chose the candidates who would run for and fill those seats. The establishment of the "gentleman's agreement" and the growth of neighborhood associations helped create an environment where many came to believe that their interests would be best represented by candidates elected from single member districts who best knew their community. During much of the 70s and 80s the City Council was dominated by conservative members who resisted any changes that would threaten their majority, while most (but by no means all) liberals and minorities supported a change to single member districts. Since the 1970s, Austin voters have rejected single member districts or a mixed system of single member districts and at-large positions five times. Interestingly, Austin is the only major city in Texas and one of the few in the nation that has not adopted a single member or mixed system of electing its council members. 

Last July, Council Member Mike Martinez indicated that he plans to ask the City Council to appoint a task force to consider "some form of hybrid system that encompasses geographic and at-large districts". Some members of the Blackland Neighborhoods Association, representatives of the Austin Neighborhoods Council and others have also decided to take a fresh look at restructuring the way we elect our council members. One could wonder why anyone would again want to go through the effort for an issue that has been shot down five times. Perhaps the more interesting question is what is it about the current at-large system of electing council members that still concerns many people and what changes could be implemented to resolve those concerns - that could receive a majority vote? The November edition of the Constable's Notebook will continue to examine the pros and cons of the current system of electing our City Council as well as various proposals that are intended to improve it.

If you don't want to distribute voter registration packets, help is needed making signs for the voter registration marathon happening on Tuesday, October 10, the last day to register to vote. Paint and glue are involved - please dress accordingly.

TO SUBSCRIBERS WHO USE AOL 

AOL has become increasingly difficult for independent Internet services and presence providers like ours to work with.  The AOL mail user interface has a "Report Spam" button immediately adjacent to the "Delete" button, and not only does this make it hard for many inexperienced (and elderly) users to avoid hitting the "Report Spam" button, but AOL apparently makes little or no attempt to educate its user base on distinguishing between spam and legitimate list posts to which they have subscribed but may not wish to read. 

AOL tracks each "Report Spam" it receives from subscribers.  If they receive too many complaints from our service, email will be subject to substantial acceptance delays or rejection by AOL's mail servers. 

Each time an AOL user hits the "Report Spam" button on a post from a list hosted by our webhost, we receive a "Client TOS Notification" from AOL.  If this happens, you will be automatically unsubscribed from the list. 

You are free to re-subscribe your address to our lists; however, if you chose to do so, please take the time to use caution or obtain an email address, such as a gmail address, from a different provider.  Please be careful when deleting messages.
