Overview of the Issue
With the budget restrictions this Legislative session, the financing of the education system in Texas has reached a crisis. The public school finance patch-fix of the last decade, "Robin Hood," has reached its limitations and must be reformed. As our institutions of higher education feel the budget pinch, their governing boards have sought local control of tuition and fees, pushing the burden of funding further on the students.
