Grassroots effort drove Council district plan

When a plan for adding district representation to the Austin City Council prevailed Tuesday night, Peck Young was pleased but not surprised.
The seasoned campaign hand and longtime districts proponent had seen Austin voters reject district plans six times over the past 40 years. But too many Austinites cared about it this time for it to fail, he said.
“This was a grass-roots, citizen-driven effort from the beginning,” he said.
